    Starter or bendix problems

    Did you lubricate the shaft before you put the starter drive on? and lubricate the bushing.Did you check the bushing for proper size? Why are there holes drilled in the case? I would take the starter out and test it with no load.

    Yes, your pads could be sticking. The parking brake pads can stay sticking even if you loosen the nut, it might need lubrication or exercise of the parts.     If someone wants to get into your luggage it doesn't matter what you have, they will get in. Put your most valuable stuff under the seat, they might not know there is storage there. I have left soft luggage on my bikes on ferries with no problems,most motorcyclists travel with soft luggage...
