    I found that temperature has a big impact on low battery indication. In cool weather, simply switching to carrying it in an inside pocket makes a big difference.

    Looks to me like the pulley is pressed onto the shaft and then peened. Also the shaft is steel and the pulley is aluminum so I really don't think you can weld it. Sorry.

    Looks to me like the pulley has come loose from the shaft. I'm afraid you are going to have to replace the unit.
