Restricting performance

Hi - I have just ordered a CE 04, and as I am a new licence holder, I have ordered the restricted version. I am being told by the dealer that the restriction is permanent, but surely that cannot be right? A number of reviews state that the bike can have the restriction removed with a software update once I am qualified with an A2 licence (that's a UK motorbike licence). Does anyone know? Why would someone buy a permanently restricted bike when it's a matter of time before they qualify for A2? Also, the price hasn't changed, but of course the retail value is severely impacted by having it permanently restricted so A1 licence holders can ride it... Would very much appreciate if anyone knows the answer to this
 
Hello what I understand it's possible to remove the restriction, in Holland they do it but in France it's a by law so if you buy the A2 version your stuck with it the dealer can be fine if they modified the power limitation.
