windshield and speedometer problems

I am a new member and new owner of a 2013 C-650-gt. It looks like the previous owner used it pretty hard and also didn't read the manual. I am getting things straightened out but I have 2 problems that may or may not be related. The the windshield will not go down, it is in the full up position, and the speedometer doesn't work but the odometer does . I am wondering if it is an electrical problem and if they are related. At slow speed the speedo mushes along at what I guess is about right but but it sort of floats around. At high speed it will not indicate any speed over 50 mph. any ideas of the cause and remedy. Thanks
 
Don’t know about the speedo, but I have lost functionality of the windscreen adjustment 2-3 times following a power loss (dead battery). Requires a pretty simple (10 minutes or so) reboot of the operating system at the dealer to fix. May fix the speedo too.
 
Thanks for the help. Dealer "Max BMW", fixed the windshield said it was rusted up and they freed it. The speedo they were no help but to replace cost $1300. Both the previous owner and I complained about this and less than 7K miles, I would like to know what we could possibly do to break it. Doesn't BMW have some responsibility for the stuff they sell. This is my third BMW bike but I am through, you can't just push things out the door and expect to us to like it. I am happy to take care of things I did or can control bu this? BTW an app in my cell does a pretty good speedo job but that is beside the point.
 
I’ve seen many similar posts on this forum. I can’t help but wonder if it has any relation to which ‘version’ of ecu/os is installed. On my second 2013 model the gps tracking unit was installed incorrectly and kept draining the battery. I must have gone through 6 batteries in 18 months but never had any problems with the windshield not working.
 
I've totally lost faith in BMW supporting the C650GT scooter. They honestly DON'T care since the bike has been discontinued .You basically need to find different channels for parts . AND learn how to work on the scooter yourself . Other option - DON'T buy this scooter . I've learned the the hard way to adapt . Get the right tools , watch some videos people doing basic service , and you're on your way from depending on the dealer .
