not seen one or come across one, made by alpha who normally produce performance parts but i suppose they can go the other way and restrict, so im saying a throttle restrictor ??

BINGO! It limits the amount of throttle you can give at full twist, hence the maximum horsepower is low enough for a learner's class EU license. Then, once the rider is old enough and/or has enough experience, the limiter is removed and away you go!

Brilliant. Rather than getting some lower-power 300-400cc single-cylinder scoot, you can START on what you want to end UP on!
