I have an Ogio tail bag that I got several years ago. It never really fit well and now it’s falling apart. What happens in Florida. Looking for a better option that someone has found or engineered?

If I understand your question correctly -- that is, if you're looking for a bag to lay across the passenger seat -- I have two recommendations:
Medium Motofizz Camping Seat Bag
Everything you’ll want to carry (clothing, tent, food and camping gear), fits neatly within these detailed and cavernous seat bags. Outside there’s a variety of strap systems designed to secure foam sleeping pads and the like.

The first is the Aerostitch Motofizz bag, Medium. I used that for about 20 years for multi-day out-of-town trips, and found it to be excellent.

In 2024, I headed out for a solo trip to Asheville, NC, to visit family. After about 20 years, the Motofizz had developed some minor issues with one of the bag-end attachments (and I had used the bag over the years for regular, i.e., non-bike, luggage on assorted occasions).
I went to order a new one, only to discover that they were backordered (at least the Medium size was). So I did a lot of research, and ordered the Saddlemen TR3300DE Tactical Deluxe Rack Bag. I made the c. 2,000-mile-roundtrip with that, and was very pleased with it, too:
So I can recommend, and vouch for, either of these two for across-the-rear-seat bags. They're both about the same volume, both made for motorcycles, and both seem very well designed and constructed.

Sorry for the confusion. I ride my scooter around Key West and not cross country. I’m looking for a bag that mounts on my seat to carry a few things home from the grocery store. I have a similar bag on my motorcycle except it mounts to the frame. That works as I don’t need to get under the seat very often. On my C400X I’d like to find something that mounts to the seat so I can still get to the compartment underneath easily. What I currently have is shown below. The bag slides around and tends to come loose where it’s mounted at the top.

Ah, I see. Sorry I misunderstood your question.
Regarding those smaller bags, like your current one: I got nuthin'.
Have you considered adding a top case (in which case I recommend the adjustable-size Shad 58x or 59x)?

I found some strap hooks that are tension lock. I think they’re big enough to grab the bottom of the edge of the seat. If so, then I can get any tail bag with straps even if I have to cut them shorter. Right now the straps go under the seat which makes it hard to close. Also allows the bag to slide around on the seat including down on to the rider’s position. Messy. Ordered the hooks off the internet so it will take a couple weeks for them to get here.

In my case, yep, one of the straps from the Saddlemen is going under the seat, but that's just sort of a back-up. The main holding system are its other straps through open areas in the BMW luggage rack.
Take a look at https://billanddot.com/C400GT/#S-67 and the next two pics in my C 400 GT gallery, and see if that clears things up.
Of course, this is not an ideal system, because it's a minor hassle to stow a helmet in the flexcase, when stopping at a rest area, lunch, etc.: you would have to unclip the through-the-rack snap buckles before being able to raise the seat. But it worked well enough. These days, I could, alternatively, put my helmet in my expand-o-matic Shad 59X.
I never mounted my two-decade-old Motofizz bag on the 400, but it would've been the same sort of thing. As I showed earlier, I did mount the Motofizz on some other bikes, and it was essentially the same deal.
If I've obscured the situation, please feel free to let me know, and I'll try to give a clearer answer.

Right. I never noticed those two slots. Does the one going under the seat cause additional resistance when closing the seat? I do not store my helmet in the flex case but instead have a helmet hook ( https://www.amazon.com/dp/B013ME9PII?ref_=ppx_hzsearch_conn_dt_b_fed_asin_title_15) which leaves space for packing. Also convenient for getting gas.

There’s a lip seal around the bottom of the seat. Any strap going under the seat can’t be tight around it or the seat won’t close. If the strap is loose to allow the seat to close the bag will slide around on the seat including onto the rider’s position. My goal is to find some hooks that hold on to the edge of the seat which is outside the seal. I use both my bag and the under seat compartment regularly so easy access is important.

Nope, I had no problem with the underseat strap during the 2,000-mile trip I made with that setup. But as I mentioned, I had that strap fairly loose, for (unneeded) backup purposes, while the rack-attached straps were very tight and did all the real work, in terms of holding the bag in place.

I designed my own J hook strap mounts that go around the bottom edge of the seat.

Nice and exactly what I’m looking for. Looks like an extrusion that was gut down? What’s the dimension on the opening? Thanks.
I’ve ou chased some plastic tension lock ones and I’m not sure that’ll fit onto the bottom edge of the seat as the hook may not be large enough.

I think these Bungie Ball Cords are going to work out for me. I have a low profile bag so it does not block the trunk lid. With a bungie in each corner the fit feels secure. The back is a 9" bungee and the front is 6". Maybe a pinch not attractive but when I put the backrest on all bets were off in that department. It is easy on/easy off.

I bought these tension lock hooks off eBay and used them to model something with a bigger hook. Also added some thickness to improve the strength of the design. Getting these 3D printed and will need to find a tail bag with 1” wide straps at 4 points. Any suggestions?

sorry misread your first question the strap opening are 26mm or about a inch.
