Just got my new ce04 home, can I get the power lead plug into charger, no I can’t . Is it stiff as new or is there a technique?

Yes, there is a sequence of steps to take. First, plug the charger into the power outlet, them secondly, power on the scoot, without pressing the start button, then plug in the charger to the female port behind heheh cover on the right, finally turn off the scoots power. Simple just takes a bit of practice

Thanks but I can’t physically put charger block together, looks like holes for pins are half covered by plastic shield so won’t plug together

Hello sorry for your problem - Are you using the supplied charger that came with the bike.
By the way - you don't have to start the bike use your FOB or do anything to charge it. Just plug it in. Once it's plugged in you can push the Menu button down and it will show charging status on your display. You will need to start or ready the bike to remove the plug. This is done so someone can't unplug your bike while your charging if your not there. Here's an image of the plug your pin arrangement should the same.
You did remove the rubber cover on the plug on the bike correct.
