Overheating C650 GT, only on Highway ?

I am asking you for your opinion on the purchase of a 2016 C650 GT with 70mkm.
This is a first hand.

In default, it fell when stopped so a little scratched on the left.

In "mechanical" problems, the tire pressure fault light would apparently come on for no reason on the dashboard. What do you think this could come from? HS tire sensor?
Do you have an idea of the price for repairing this?

And what bothers me the most because I'm not around to bring it back, and I would like to be sure of my move and not end up with a broken engine.

Since it has 58,000 kms, the overheating light only comes on when the vehicle is driven at least 130km/h.
According to the owner, just idle for it to turn off. And he only drives at 110 max so he wasn't really faced with the problem and as the garage couldn't find it he gave up.

He took it to the garage which never found the problem (but did not test it in the right conditions)

It does not consume coolant, it adds a maximum of 200ml per year.
Also, it doesn't consume engine oil.

I asked for photos of the radiator, because from the description given that it only happens under load, not when stopped or the fan triggers and seems sufficient to cool it I suppose it could be this.

In fact, upon receiving the video of the radiator, it appears very very dirty.

What do you think ?
I'm not nearby (350kms).

If I go to change the coolant, thoroughly clean the radiator and change the thermostat, do you think this would be good to solve this problem of heating to 130?

It is also likely that the radiator will need to be changed and that's... more than 500 euros.

I saw two videos which indicated that a tube in the form of a sieve, or incorrectly reassembled at the level of the engine drain plug, could cause the engine to overheat to the point of failure.

I don't know what to think about it...

Is there possibly a technical review of this vehicle to be able to carry out maintenance?

As long as the seller did not describe the issues prior to announcing the amount wanted for the bike,
You should ask and receive discounts accounting for replacement of the tyre pressure sensor and the radiator (part cost and workmanship).
If the radiator could have been cleaned by a high pressure hose, why was it not? The seller pays for such things, at least in my rule book.
This fairly compensates the buyer.
If the reaction of seller to such proposal is inadequate, i would lose trust and simply turn away. I do not want to take on the risk that there are more issues left undiscovered, given an unscrupulous and inadequate seller. He or she may simply be waiting for a dumbo buyer - and that is not me.

Tyre pressure sensor was 230 AUD for me, installed when tyre change time has come. It lasted only 26000km in the rear

That radiator looks completely blocked. Has this been riding in a desert with no roads?
Strange that garages did not identify this issue, it seems more than obvious. Are you sure this is a photo from this particular bike's radiator?
I would start with simply cleaning it, if possible with compressed air blowing from back to front. I would think 90% chance that will solve the overheating issue. Don't ride it with the warning light on in the meantime!
As RollaCosta says, you should be able to get a really good price on this scooter, with these issues.
