have you held the key over and tried to pull up on the seat?
try pulling up on the seat while doing the push in and turn to open the seat on the key. see if you can feel the cable making a movement.
Mine doesn't "pop: up and at first I thought it wouldn't open until i pulled on it a bit.

Push on the seat at the end while turning the key. If that doesn't work the first time, try pushing it at the of the seat from a different spot. Do you hear any mechanism noise at all when you turn the key?
