I just changed the Transmission (Final Drive) Oil on my 2016 C650GT. My Scooter has covered 8,250 miles. The old oil was almost black so possibly besides having its first change at 600 miles I doubt if it's ever been changed since then. I believe the manual says the amount to use to refill is 250ml,I measured the quantity of old oil that was drained from the transmission and that was approximately 400ml. I'm guessing that maybe it was overfilled in the first place?.

Sounds overfilled. I have 250 ml in my notes. 75W90. Although the service schedule says 24,000 miles for gear box oil. Did you drop the exhaust manifold or figure out a workaround? I know accessing this oil is not easy.

I changed my chain rail at 15,000 miles and used 500 ml of 75W90 oil for that.

So is the gear/final drive oil change every 24,000 miles and does it possibly require removal of the exhaust system?
Correct on the first part, 24k miles. The service manual says drop the exhaust manifold to access the drain plug, but a poster on this forum had a workaround. I copied it and pasted it below.

Photo shows drain and fill plugs. Neither is easy to access.

FORUM WORKAROUND, WITH MY NOTES:

GEAR OIL
Due at 24,000 miles. Order new gasket in advance.
MOTUL Gear 300 75W90. Need 250 ml. Install new gaskets since this is such a rare maintenance job (same gaskets as engine oil drain plug).
GASKET FOR GEAR OIL DRAIN PLUG: BMW # 07119963252
GASKET FOR GEAR OIL FILL PLUG: BMW # 07119963252 (SAME … ALSO, BOTH ARE THE SAME AS ENGINE OIL GASKET FOR DRAIN PLUG)
TORQUE filler and drain plugs: 28 Nm (20.5 ft. lbs.)

FROM THE FORUM: “II can save you a lot of time and aggravation. The manual says take off the right side panels, drop the radiator and disconnect the exhaust manifold. DON'T DO IT. Instead, disconnect the muffler from the frame, then disconnect the center stand. I didn't realize it until the end but the exhaust is held up by the center stand. Take the stand apart and the exhaust flops down far enough to give you access to the drain plug. Just put something over the expansion chamber so you won't get oil all over. Drain and fill with 250ml of 75w90. Easy peasy!”

FROM THE FORUM: “In order to drain the gear oil I tried the muffler and the center stand like someone said. It worked but is risky, you don’t have enough space to unscrew so you must put force to keep the exhaust down. Pain in the ass! And you risk breaking the manifold screws (you don’t want to do that). It’s better to remove the entire exhaust like BMW says.”

Did you find any metal residues when changing it?

Why isn't there any rules about the chain oild replacement (other than when changing the chain)?
Such are the mysteries of the German motorcycling mind. I don't know your answer. But if you follow BMW's chain rail guidelines, which is a new rail every 15,000 miles to maintain proper tension, you can't swap out the rails without draining the oil. So it's kind of built-in that chain oil will be new every 15k miles.

The chain is every 40 000km/24 000miles from what I saw. My scooter is 11 years old and only 21k miles. I drive very little since my daughter was born so I am sure I will need like 5 years or more to reach that milestones... I chained it just in case and the mechanics told me that were metal scraps in my oil. That seemed worrying for him but not for me? There's a chain in that oil...
