My new to me 2013 C650GT has what I would describe as a VERY weak start. It always starts in the end but requires a bit of throttle and sounds like the battery is almost dead.

The previous owner replaced the battery with a new one before I bought it, and when I tested the battery the voltage is good.

One other interesting observation is that if I start the bike with a jump pack attached, it turns over perfectly like I would expect the bike to without the jump pack attached.

Any ideas?

Mine starts after 3 rounds rotation but i give it a lil throttle as i start up now
n that gets it to one turnover . boom it's running.

Your battery cables may have some excess resistance due to poor connection or corrosion including at the starter itself. Maybe check resistance / voltage drop with a multimeter.
I did notice that my C650's starter, which starts fine on its regular battery, also spins much faster when I add a starter pack to it.
