Shouldn't be hard to find a motorcycle flag pole that could be mounted to a steel strap and clamped or bolted to the passenger grab handles or to the trunk mount if you have one. A 1"x 1/8" steel strap could be cut into two pieces with one under and one on top of the back end of the pillion grab handles with two bolts and then a flag pole bolted to the center of the top bar or one on each side for dual flags.
