What rack do you suggest for a food delivery backpack so that I can still lift up the seat? I plan on having something like the PK-92V (18 inch cube) or the PK-140Z (20 inch cube) mounted on the rack. The food delivery cubes have a metal rack to help support the backpack. I like the

Now, taking them at their word, the very large Shad "TR55 Terra Top Case" (
https://www.shadusa.com/products/tr55-terra-top-case-silver-edition) weighs 5.4 Kg all by itself (from the PDF that gets downloaded by clicking on its technical specs).
I can't seem to find any spec regarding the load limit of the TR55, but my point here is that the total load limit of the Shad rack
seems much higher than the Hepco & Becker one, and the Shad is a bit less expensive, too. So I guess I would go with that one, in your situation.
Let me add just one more note. I have the (much more expensive) BMW rack (and top case) on my '22 C 400 GT, and I had to remove that rack, while working on the bike, in order remove a bunch of bodywork, when I was installing some extra lighting out back. If you click on the Technical Details link on that page, you will download shad9644.pdf; that, in turn, shows that you have to remove the underseat storage area first, in order to access and remove the stock grab rails, etc.
My second point here is that that is a fair amount of work, and so I hope you're comfortable doing this sort of thing, or you should budget to have a shop do the work. As I note in my gallery, because I wasn't paying careful attention and because this was my first time messing with the scoot, I managed to break the tiny switch in the back of the flex case when I first removed the underseat storage compartment. This, of course, prevents the bike from starting; you can read about my mistake starting with this particular image and caption in my gallery:
