Okay, you made me look at the fuse compartment, something I'd never done before, even though I've had the battery compartment door off a few times, on both my former '22 C 400 GT and on my current '23 C 400 GT.
But before I just went out to the garage and removed the four T25 screws, I looked at the PDF versions I have of the owner's manual ...

As you can see, they agree with your owner's manual, i.e., a bunch of fuses are listed.
Okay, then I went out to the garage and removed the cover. As Chico Marx has said (maybe in Duck Soup): "Who you gonna believe, me or your own eyes?"

So it looks as if the manuals are full of baloney. Or, put another way, my '23 C 400 GT appears to be built, in terms of physical fuses and their holder, the same way that your '22 is. And I have almost 5,000 miles on my bike, and as of two days ago it appears to be functioning properly.

@Ceesie76 said, looks like they used a parts-bin fuse holder. And my guess is that after the manuals were written (and then ignored), some of the original functions of some of the fuses were migrated to CANbus capabilities.
